Strategic management business policyByThomas L. WheelenJ. David Hanger2001--------------------The Study of Strategic Management Strategic. management is that set of managerial decisions -and actions that determines the long-run performance of a corporation.It includes environmental scanning (both external and internal), strategy formulation (strategic or long-range planning), strategy implementation, and evaluation and control. The study of strategic management, therefore, emphasizes the monitoring and evaluating of external opportunities and threats in light of a corporation's strengths and weaknesses. Originally called business policy, strategic management incorporates such topics as long-range planning and strategy. Business policy, in contrast, has a general management orientation and tends primarily to look inward with its concern for properly integrating the corporation's many functional activities. Strategic management, as a field of study, incorporates the integrative commit of business policy with n heavier environmental and strategic emphasis. Therefore, strategic management has tended to replace business policy as the preferred name of the field.Phases of strategic Management . Many of the concepts and techniques dealing with strategic management have been developed and used successfully by business corporations such as General Electric and the Boston Consulting Group. Over time, business practitioners and academic' researchers have expanded and refined these concepts, initially strategic management was of most use to large corporations operating in multiple industries. Increasing risks of error, costly mistakes, and even economic ruin are causing today's professional managers in all organization to take strategic management seriously in order to keep their company computer in an increasingly volatile environment. As managers attempt to better deal with their changing world, a firm generally evolves through the following four phases of strategic management; Phase 1. Basic financial planning: Managers initiate serious planning when they are requested to propose next year's budget. Projects are proposed on the basis of very little analysis, with most information coming from within the firm. The sales force usually provides the small amount of environmental information. Such simplistic operational planning only pretends to be strategic management, yet it is quite time consuming. Normal company' activities are often suspended for weeks while managers try lo cram ideas into the proposed budget. The time horizon is usually one year. Phase 2. Forecast-based planning: As annual budgets become less useful at stimulating long-term planning, managers attempt to propose five-year plans. They now consider projects that may take more than one year. In addition to internal information, managers' gather any available environmental data - usually on an ad hoc basis - and extrapolate current trends five years into the future. This phase is also time consuming, often involving a full month of managerial activity to make sure all the proposed budgets fit together. The process gets very political as managers compete for larger shares of funds. Endless meetings take place to evaluate proposals and justify assumptions. The time horizon is usually three to five years. Phase 3. Externally oriented planning (strategic planning): Frustrated with highly political, .yet ineffectual five-year plans, lop management takes control of the planning process by initiating strategic planning. The company seeks to increase its responsive-ness to changing markets and competition by thinking strategically. Planning is taken out of the hands of lower level managers and concentrated in a planning staff whose. task is to develop strategic plans for the corporation. Consultants often provide the sophisticated and innovative techniques that the planning staff uses to gather information and forecast future trends. Ex-military experts develop competitive intelligence units. Upper level managers meet once a year at a resort "retreat" led by key members of the planning staff to evaluate and update the current strategic plan. Such top-down planning emphasizes formal strategy formulation and leaves the implementation issues to lower management levels. Top management typically develops five-year plans with help from consultants but minimal input from lower levels. Phase 4. Strategic management: Realizing that even the best strategic plans are worthless without the input and commitment of lower level managers, top management forms planning groups of managers and key employees at many levels from various departments and workgroups. They develop and integrate a series of strategic plans aimed at achieving the company's primary objectives. Strategic plans now detail the implementation, evaluation, and control issues. Rather than attempting to perfectly forecast the future, the plans emphasize probable scenarios and contingency strategies. The sophisticated annual five-year strategic plan is replaced with strategic thinking at all levels of -the organization throughout the year. Strategic information, previously available only centrally to top management, is available via local area networks to people throughout the organization. Instead of a large centralized planning staff, internal and external planning consultants are available to help guide group strategy discussions. Although top management may still initiate the strategic planning process, the resulting strategies may come from anywhere in the organization. Planning is typically interactive across levels and is no longer top down. People at all levels are now involved. General Electric, one of the pioneers of strategic planning, led the transition from strategic planning to strategic management during the 1980s. By the 1990s, most corporations around the world had also begun the conversion to strategic management;. Until 1978, Maytag Company, the major home appliance manufacturer, could be characterized as being in Phase 1 of strategic management. We will follow Maytag throughout much of this text to illustrate concepts and techniques from each chapter. Benefits of Strategic Management Research has revealed that organizations that engage in strategic management generally outperform those that do not. The attainment of an appropriate match or "fit'' between an organization's environment and its strategy, structure, and processes has positive effects on the organization's performance. For example, a study of the impart of deregulation on U.S. railroads found that those railroads that changed their strategy as their environment changed outperformed those railroads that did not change their strategies. A survey of nearly 50 corporations in a variety of countries and industries found the three most highly rated benefits of strategic management to be:• Clearer sense of strategic vision for the firm.• Sharper focus on what is strategically important.• Improved understanding of a rapidly changing environment.1.1 Globalization: A Challenge to Strategic Management Not too long ago, a business corporation could be successful by focusing only on making and selling goods and services within its national boundaries. International considerations were minimal. Profits earned from exporting products to foreign lards were considered frosting on the cake, but not really essential to corporate success. During the 1960s, for example, most U.S. companies organized themselves around a number of product divisions that made and sold goods only in the United States. All manufacturing and sales outside the United States were typically managed through one international division. An international assignment was usually considered a message that the person was no longer promo table and should be looking for another job.Today, everything has changed. Globalization, the internationalization of markets and corporations, has changed the way modern corporations do business. To reach the economies of scale necessary to achieve the low costs, and thus the low prices. needed to be competitive, companies are now thinking of a global (worldwide) market instead of a national market. Nike and Reebok, for example, manufacture then athletic shoes in various countries throughout Asia for sale in every continent. Instead of using one international division to manage everything outside the home country, large corporations arc now using matrix structures in which product units are interwoven with country or regional units. International assignments are now considered key for anyone interested in reaching top management. To emphasize the importance of globalization to strategic management, we end each chapter with a special section,Issues for the list Century. As more industries become global, strategic management is becoming in-creasingly important way to keep track of international developments and position me company for long-term competitive advantage. For example, Maytag Corporation purchased Hoover not so much for its vacuum cleaner business, but for its European laundry, cooking, and refrigeration business. Maytag's management realized that a company without a manufacturing presence in the European Union (EU) would be at a competitive disadvantage in the changing major home appliance industry Sec the 21st Century Global Society feature to see how regional trade associations are changing world trade. Globalization presents a real challenge to the strategic management of business corporations. How can any one group of people in any one company keep track of all the changing technological, economic, political-legal, and sociocultural trends around the world? This is clearly impossible. More and more companies are realizing that they must shift from a vertically organized, top-down type of organization to a more horizontally managed, interactive organization. They are attempting to adapt more quickly to changing conditions by becoming learning organizations.1.2 Creating a Learning Organization Strategic management has now evolved to the point that its primary value is in helping the organization operate successfully in a dynamic, complex environment. Inland Steel Company, for example, uses strategic planning as a tool to drive organizational change. Managers at all levels arc expected to continually analyze the changing steel industry in order to create or modify strategic plans throughout the year. To be competitive in dynamic environments, corporations are having to become less bureaucratic and more flexible. In stable environments such as have existed in years past, a competitive strategy simply involved defining a competitive position and then defending it. As it takes less and less time for one product or technology to replace another, companies are finding that there is no such thing as a permanent competitive advantage. Many agree with Richard Divehi (in his book Hyper Competition ) that any sustainable competitive advantage lies not in doggedly following a centrally managed five-year plan, but in stringing together a series of strategic short-term thrusts (as Intel does by cutting into the sales o" its own offerings with periodic introductions of new products).This means that corporations must develop strategic flexibility—the ability to shift from one dominant strategy to another. Strategic flexibility demands a long-term commitment to the development and nurturing of critical resources. It also demands that the company become a learning organization—an organization skilled at creating, acquiring, and transferring knowledge, and at modifying its behavior to reflect new knowledge and insights. Learning organizations are skilled at four main activities:• Solving problems systematically :• Experimenting with new approaches , • Learning from their own experiences and past history as well as from the experiences of others• Transferring knowledge quickly and efficiently throughout the organization. Learning organizations avoid stability through continuous self-examination and experimentation. People at all levels, not just top management, need to be involved in strategic management—helping to scan the environment for critical information, suggesting changes to strategies and programs to take advantage of environmental shifts, and working with others to continuously improve work methods, procedures, and evaluation techniques. At Xerox, for example, all employees have been trained in small-group activities and problem-solving techniques. They are expected to use the techniques at ail meetings and at all levels, with no topic being off-limits. Research indicates that organizations that are willing to experiment and able to learn from their experiences are more successful than those that do not. For example, in a study of U.S. manufacturers of diagnostic imaging equipment, the most successful firms were those that improved products sold in the United States by incorporating some of what they had learned from their manufacturing and sales experiences in other nations. The less successful firms used the foreign operations primarily as sales outlets, not as important sources of technical knowledge.1.3 Basic Model of Strategic Management Strategic management consists of four basic elements:• environmental scanning• strategy formulation• strategy implementation• evaluation and control Figure 1.1 shows simply how these elements interact; Figure 1.2 expand.-. each of these elements and serves as the model for this book. The terms used in Figure.1.2 are explained in the following pages.Environmental strategy strategy Evaluation Scanning formulation implementation and control Environmental Scanning: Environmental scanning is the monitoring, evaluating, and disseminating of information from the external and internal environments to key people within the corporation. Its purpose is to identify strategic factors—those external and internal elements that will determine the future of the corporation. The simplest way to conduct environmental scanning is through SWOT Analysis. SWOT is an acronym used to describe those particular Strengths, Weaknesses, Opportunities, and Threats that are strategic factors for a specific company. The external environment consists of variables (Opportunities and Threats) that are outside the organization and not typically within the short-run control of top management. These variables form the context within which the corporation exists. Figure 1.3 depicts key environmental variables. The) may be general forces and trends within the overall societal environment or specific factors that operate within an organization's specific task environment—often called its industry. These variables form. the context in which work is done. They include the corporation's structure, culture, and resource. Key strengths form a set of core competencies which the corporation can use to gain competitive advantage. Strategy formulationStrategy formulation is the development of long-range plans for the effective management of environmental opportunities and threats, in light of corporate strengths and weaknesses. It includes defining the corporate mission, specifying achievable objectives, developing strategies, and setting policy guidelines.Mission An organization's mission is the purpose or reason for the organization's existence. It tells what the company is providing to society- either a service like housecleaning or a product like automobiles. A well-conceived mission statement defines the fundamental, unique purpose that sets a company apart from other firms of its type and identifies the scope of the company's operations in terms of products (including services) offered and markets sewed. It may also include the firm's philosophy about how it docs business and treats its employees. It puts into words not only what the company is now, but what it wants to become - management's strategic vision of the firm's Inline. (Some people like to consider vision and mission as two different concepts: a mission statement describes what the organization is now; a vision statement describes what the organization would like to become. We prefer to combine these ideas into a single mission statement.) The mission statement promotes a sense of shared expectations in employees and communicates a public image to important stakeholder groups in the company's task environment. It tells who we arc and what we do us well us who I we'd like to become. One example of a mission statement is that of Maytag Corporation:'Io improve the quality of home life by designing, building, marketing, and servicing the host appliances in the world. Another classic example is that etched in bronze at Newport News Shipbuilding, unchanged since its .founding in 1886: We shall build good ships here - at a profit if we can - at a loss if we must - but always good ships. A mission may be defined narrowly or broadly in scope. An example of a broad mission statement is that used by many corporations: Serve the best interests of shareowners, customers, and employees. A broadly defined mission statement such as this keeps the company from restricting itself to one field or product line, but it fails to clearly identify either what it makes or which product/markets it plans to emphasize. Because this broad statement is so general, a narrow mission statement, such as the preceding one by Maytag emphasizing appliances, is more useful. A narrow mission very clearly states the organization's primary business, but it may limit the scope of the firm's activities in terms of product or service offered, the technology used, and the market served.Objectives Objectives are the end results of planned activity. They state what is to be accomplished by when-and should be quantified if possible. The achievement of corporate objectives should result in the fulfillment of a corporation's mission. Minnesota Mining & Manufacturing (3M), for example, has set very specific financial objectives for itself:1- To achieve 10% annual growth in earnings per share.2- To achieve 20%-25% return on equity.3- To achieve 27% return on capital employed. The term "goal" is often used interchangeably with the term "objective." ln this book, we prefer to differentiate the two terms. In contrast to an objective, we consider a goal as an open-ended statement of what one wants to accomplish with no quantification of what is to be achieved and no time criteria for completion. For example, a simple statement of "increased profitability" is thus a goal, not an objective, because it does not state how much profit the firm wants to make the next year. Some of the areas in which a corporation might establish its goals and objectives are:• Profitability (net profits)• Efficiency (low costs, etc.) • Growth (increase in total assets, sales, etc.) • Shareholder wealth (dividends plus stock price appreciation)• Utilization of resources (ROE or ROI)• Reputation (being considered a "top" firm)• Contributions to employees (employment security, wages, diversity)•Contributions to society (taxes paid, participation in charities, providing a needed product or service)• Market leadership (market share)• Technological leadership (innovations, creativity)• Survival (avoiding bankruptcy)• Personal needs of top management (using the firm for personal purposes, such as, providing jobs for relatives)Strategies • A strategy of a corporation forms a comprehensive master plan stating how the corporation will achieve its mission and objectives. It maximizes competitive advantage and minimizes competitive disadvantage. For example, after Rockwell International Corporation realized that it could no longer achieve its objectives by continuing with its strategy of diversification into multiple lines of businesses, it sold its aerospace and defense units to Boeing. Rockwell instead chose to concentrate on commercial electronics, an area that management felt had greater opportunities for growth.The typical business firm usually considers three types of strategy: corporate, business, and functional.1. Corporate strategy describes a company's overall direction in terms of as general attitude toward growth and the management of its various businesses and product lines. Corporate strategies typically fit within the three main categories of stability, growth, and retrenchment. For example, Maytag Corporation followed a corporate growth strategy by acquiring other appliance companies in order to have a full line of major home appliances.2. Business strategy usually occurs at the business unit or product level, and it emphasizes improvement of the competitive position of a corporation's products or services in the specific industry or market segment served by that business unit. Business strategies may fit within the two overall categories of competitive of competitive or cope strategies. For example, Maytag Corporation uses a differentiation competitive strategy that emphasizes quality for its Maytag brand appliances, but it uses a low-cost competitive strategy for its Magic Chef brand appliances so that it can sell these appliances to cost-conscious home builders.3. Functional strategy is the approach taken by a functional area to achieve corporate and business unit objectives and strategies by maximizing resource productivity. It is concerned with developing and nurturing a distinctive competence to provide a company or business unit with a competitive advantage. Examples of functional strategies within an R&D department are technological followership (imitate the products of oilier companies) and technological Ieadership (pioneer an innovation). To become more efficient throughout the corporation, Maytag Corporation is converting from a manufacturing strategy of making different types of home appliances under the same brand name in one plant to a more cost-effective strategy of making only one type of appliance (for example, dishwashers) for many brands in a very large plant. Another example of a functional strategy is America Online's marketing strategy of saturating the entire market with a low-priced product (as contrasted with selling a higher priced product to a particular market segment). Business firms use all three types of strategy simultaneously. A hierarchy of strategy is the grouping of strategy types by level in the organization. This hierarchy of strategy is a nesting of one strategy within another so that they complement and support one another. (See Figure 1.4.) Functional strategies support business strategies, which, in turn, support the corporate strategy)ies). Corporate strategy Just as many firms often have no formally stated objectives, many firms have unstated, incremental, or intuitive strategies that have never been articulated or analyzed. often the only way to spot a corporation's implicit strategies is to look not at what management says, but at what it does. Implicit strategies can be derived from corporate policies, programs approved (and disapproved), and authorized budgets. Programs and divisions favorcd by budget increases and staffed by managers who are considered to be on the fast promotion track reveal where the corporation is putting its money and its energy.Policies A policy is a broad guideline for decision making that links the formulation of strategy with its implementation. Companies use policies to make sure that employees throughout the firm make decisions and take actions that support the corporation's mission, objectives, and strategies. For example, consider the following company policies. Maytag Company: Maytag will not approve any cost reduction proposal if it reduces product quality in any way. (This policy supports Maytag's strategy for Maytag brands to compete on quality rather than on price.) 3M: Researchers should spend 15 % of their time working on something other than their primary project. (This supports 3M's strong product development strategy.) Intel: Cannibalize your product line (undercut the sales of your current products) with better products before a competitor does it to you. (This supports Intel's objective of market leadership.) General Electric: GE must be number one or two wherever it competes. (This supports GE's objective to be number one in market capitalization.) America Online: The company could have used a policy stating that a new marketing program, would not be implemented until proper support was in place. Policies like these provide clear guidance to managers throughout the organization. Strategy implementation Strategy implementation is the process by which strategies and paint to action through the development of programs, budget, and procedures. This process might involve changes within the overall culture, structure, and/ or management system of the entire organization. Except when such drastic corporatewide changes are needed, however, the implementation of strategy is typically conducted by middle and lower level managers with review by top management. Sometimes referred to as operational planning, strategy implementation often involves day-to-day decisions in resource allocation.Programs A program is a statement of the activities or steps needed to accomplish a single- use plan. It makes the strategy action-oriented. It may involve restructuring the corporation, changing the company's internal culture, or beginning a new research effort. For example, consider Intel Corporation, the microprocessor manufacturer. Realizing that Intel would not be able to continue its corporate growth strategy without the continuous development of new generations of microprocessors, management decided to implement a series of programs: They formed an alliance with Hewlett-Packard to develop the successor to the Pentium Pro chip. They assembled an elite team of engineers and scientists to do long-term, original research into computer chip design. Another example is AMR's SABRE Croup (the computer reservations unit developed by American Airlines), which forged alliances with Microsoft and Time Warner to start selling airline tickets directly to customers on the Internet. Budgets A budget is a statement of a corporation's programs in terms of dollars. Used in planning and control, a budget lists the detailed cost of each program. Many corporations demand a certain percentage return on investment, often called a "hurdle rate," before management will approve a new program. This ensures that the new program will significantly add to the corporation's profit performance and thus build shareholder value. The budget 'thus not only serves as a detailed plan of the new strategy in action, it also specifies through pro forma financial statements the expected impact on the firm's financial future. For example, to become a significant global competitor in cars and trucks, the Daewoo Group of Korea budgeted $11 billion over the four-year period from 1996 to 2000 to quadruple its annual production of automobiles to two million vehicles (more than Chrysler Corporation produced). In addition to spending on its new plants in the Czech Republic and Romania, Daewoo budgeted $300 million and $650 million, respectively, to build new plants in Poland and Uzbekistan as part of its European expansion program.Procedures Procedures, sometimes termed Standard Operating Procedures (SOP), are a system of sequential steps or techniques that describe in detail how a particular task or job is to be done. They typically detail the various activities that must be carried out in order to complete the corporation's program. For example, Delta Airlines used various procedures to cut costs. To reduce the number of employees, Delta asked technical experts in hydraulics, metal working, avionics, and other trades to design cross-functional work teams. To cut marketing expenses, Delta instituted a cap on travel agent commissions and emphasized sales to bigger accounts. Delta also changed its purchasing and food service procedures. See the Strategy in a Changing World feature to see how these procedures supported Delta's objectives and strategy. Evaluation and Control Evaluation and control is the process in which corporate activities and performance results are monitored so that actual performance can be compared with desired performance. Managers at all levels use the resulting information to take corrective action and resolve problems. Although evaluation and control is the final major element of strategic management, it also can pinpoint weaknesses in previously implemented, strategic plans and thus stimulate the entire process to begin again. Fur evaluation and control to be effective, managers must obtain clear, prompt, and unbiased information from the people below them in the corporation's hierarchy. Using this information, managers compare what is actually happening with what was1.4 Initiation of Strategy: Triggering Events After much research, Henry Mintzberg discovered that strategy formulation is typically not a regular, continuous process: "It is most often an irregular, discontinuous process, proceeding in fits and starts. There are periods of stability in strategy development, but also there are periods of flux, of groping, of piecemeal change, and of global change." This view of strategy formulation as an irregular process can be explained by the very human tendency to continue on a particular course of action until something goes or a person is forced to question his or her actions. This period of "strategic drift" may simply result from inertia on the part of the organization or may simply reflect management's belief that the current strategy is still appropriate and needs only some "fine-tuning." Most large organizations tend to follow a particular strategic orientation for about 15 to 20 years before making a significant change in direction.16 After this rather long period of fine-tuning an existing strategy, some sort of shock to the system is needed to motivate management to seriously reassess the corporation's situation. A triggering event is something that acts as a stimulus for a change in strategy. Some possible triggering events are: New CEO. By asking a series of embarrassing questions, the new CEO cuts through the veil of complacency and forces people to question the very reason for the corporation's existence. External intervention. The firm's bank suddenly refuses to approve a new loan or suddenly demands payment in full on an old one. Threat of a change in ownership. Another firm may initiate a takeover by buying the company's common stock. Performance gap. A performance gap exists when performance does not meet expectations. Sales and profits either are no longer increasing or may even be falling. Iomega Corporation is an example of one company in which a triggering event forced its management to radically rethink what it was doing. See I lie Strategy in a Changing World feature to show how one simple question from the new CEO stimulated a change in strategy at Iomega.1.5 Strategic Decision Making The distinguishing characteristic of strategic management is its emphasis on strategic decision making. As organizations grow larger and more complex with more uncertain , environments, decisions become increasingly complicated and difficult to make. This book proposes a strategic decision-making framework that can help people make these decisions regardless of their level and function in the corporation.What Makes a Decision Strategic Unlike many other decisions, strategic decisions deal with the long-run future of the entire organization and have three characteristics:1- Rare: Strategic decisions are unusual and typically have no precedent to follow.2- Consequential: Strategic decisions commit substantial resources and demand a great deal of commitment from people at all levels.3- Directive: Strategic decisions set precedents for lesser decisions and future actions throughout the organization.17Mintzberg's Modes of Strategic Decision, Making Some strategic decisions are made in a flash by one person who has a brilliant insight and is quickly able to convince others to adopt his or her idea. Other strategic decisions seem to develop out of a series of small incremental choices that over time1 push the organization more in one direction than another. According to Henry Mintzberg, the most typical approaches, or modes, of strategic decision making are: Entrepreneurial mode. Strategy is made by one powerful individual. Strategy is guided by the founder's own vision of direction .and is exemplified by large, bold decisions. America Online, founded by Steve Case, is an example of this mode of strategic decision making. Adaptive mode. Sometimes referred to as" muddling through," this decision-making mode is characterized by reactive solutions to existing problems, rather than a proactive search for new opportunities. Much bargaining goes on concerning priorities of objectives. Strategy is fragmented and is developed to move the corporation forward incrementally. This mode is typical of most universities, many large hospitals, a large number of governmental agencies. Encyclopaedia Britannica, Inc, operated successfully for many years in this mode, but continued to rely on the door-to-door selling Planning mode. This decision-making mode involves the systematic gathering of appropriate information for situation analysis, the generation of feasible alternative strategies, and the rational selection of the most appropriate strategy. It includes both the proactive search for new opportunities and the' reactive solution of existing problems. Strategic Decision- Making Process: Aid to Better Decisions Good arguments can be made for using either the entrepreneurial or adaptive modes in certain situations that in most situations the planning mode, which includes the basic elements of the strategic management process, is a more rational and thus better way of making strategic decisions. The planning mode is not only more analytical and less political than are the other modes, but it is also more appropriate for dealing with complex, changing environments. We therefore propose the following eight-step strategic decision-making process to improve the making of strategic decisions (see figure 1.5):دراسة الإدارة الاستراتيجية الإدارة الاستراتيجية هى تلك الإدارة التى تضع القرارات الإدارية وخطط العمل التى تحدد التوجيهات على المدى البعيد ، وتضم الإدارة الاستراتيجية ما يلى : - المسح البيئى سواء ( داخليا – أو خارجيا ) Environmental scanning - التخطيط الاستراتيجي ( وضع الخطط الاستراتيجية بعيدة المدى ) Strategy formulation - التطبيق الاستراتيجي Strategy implementation - والتحكم والتقييم Evaluation & control لذلك فإن دراسة الادارة الاستراتيجية تركز على عمليات الرصد والتقييم للفرص الخارجية والتهديدات من خلال دراسة نقاط القوة والضعف 0وتسمى عادة بيان أو ادارة الاعمال " Business Policy " كل الادارات التى تتبنى مثل هذه الخطط بعيدة المدى والاستراتيجية ، وفى المقابل فإن ادارة الاعمال لها توجيهات عامة تتفق مع اهتماماتها بحيث تتكامل فيها العديد من الانشطة الوظيفية 0والإدارة الاستراتيجية لكونها عمل حقلى تتداخل فيه اعتبارات عده لإدارة الأعمال بالإضافة إلى الرصد البيئى والاستراتيجى المكثف 00 لذا فإن اسم الإدارة الاستراتيجية بدأ يحل تدريجيا محل مصطح إدارة الأعمال 0مراحل الادارة الاستراتيجية العديد من النقاط والتقنيات المختصة بالإدارة الاستراتيجية قد تم استخدامها وتطويرها بنجاح فى عدة مؤسسات اعمال مثل " جينرال اليكتريك " ومجموعة بوسطن الاستشارية ومع مرور الوقت تبنت مراكز البحوث الاكاديمية هذه النقاط والتقنيات ودرستها بشكل أكثر تعمقا وتفصيلا 00 فى البداية كانت الادارة الاستراتيجية تستخدم فقط فى المؤسسات الكبرى والشركات متعددة الجنسيات مع زيادة مخاطر الأخطاء كأخطاء التكلفة فقد جعلت كل المديرين المتخصصين والمحترفين فى كل الهيئات أو المؤسسات تأخذ نظم الإدارة الاستراتيجية بجدية حتى تحتفظ لنفسها بالقدرة على المنافسة مع المؤسسات الاخرى المشابهة 0محاولات المديرين تبنى أفضل ما يساير التغيرات العالية بتطبيق الادارة الاستراتيجية من خلال اربعة أطوار أو مراحل تسمى مراحل الادارة الاستراتيجية 0 المرحلة الاولى : الخطة المالية الاساسية ( الميزانية ) حيث يقوم المديرين بعمل خطة جادة عندما يطلب منهم اعداد ميزانية العام القادم – فتوضع المشروعات المقترحة بكل تفاصيلها الدقيقة ووبجميع المعلومات التى يمكن الحصول عليها من داخل المؤسسة 0 وعادة ما تأخذ قوة البيع خيرا ضيئلا من المعلومات البيئية مثل هذا التخطيط المبسط يعتبر البداية فى عمل الادارة الاستراتيجية ولايزال يحتاج الى وقت محدد فهناك بعض الشركات تتطلع الى وقت قصير اسابيع مثلا : الا أن الوقت المحدد لوضع الخطة بشكل عام هو مدة سنة للميزانية 0المرحلة الثانية :الخطة السنوية أصبحت غير مفيدة فى تحفيز خطط بعيدة المدى 00 لذا فقد حاول المديرين وضع خطط خمسية " خمس سنوات " وذلك لأن الكثير من الاعمال تحتاج الى وقت أكثر من عام 00 وبالاضافة الى المعلومات الداخلية فإن المديرين يجمعون ايضا أى معلومات متاحة من البيئة المحيطة واتجاهاتها على مدار خمس سنوات مستقبلية 00 وهذه المرحلة ايضا تحتاج الى وقت قد يستغرق شهراً كاملا للتحقق من المعلومات وملائمة الميزانية لها وتفتح الميزانية والاعتمادات المالية المطلوبة لوضع الخطة الخمسية 0المرحلة الثالثة :مرحلة التخطيط الاستراتيجى 00 حيث لاتخلو هذه المرحلة من البعد الاساسى فإن بعض الادارات العليا تضع بعض الخطط التى تضمن للشركة أو المؤسسة من زيادة وكلائها فى الخارج ودعم قدرتهم على المنافسة وتغيرات السوق والتخطيط فى ذه المرحلة يخرج من يد المديرين الصغار الى مجموعة عمل الخطة والاستشاريين الذين يضعون الخطوط العريضة التى تعمل على اساسها مجموعة وضع الخطة بتجميع المعلومات ووضع التصورات المستقبلية لذا فقد قام الخبراء العسكريين بتطوير وحدة استخبارية من اجل دعم قدرة بلادهم على المنافسة فى الاسواق حيث تجتمع مجموعة من المديرين رفيعى المستوى مع مجموعة العمل مرة كل شهر على الاقل لتقييم الوضع وتحديث الخطة الاستراتيجية حسب المستجدات مثل هذا التخطيط " الصاعد – هابط " يؤكد على استراتيجية مبدئية محددة فى المستويات العليا ويترك لصغار الاداريين موضوع وحرية التطبيق فالسياسات العليا توضع من قبل الاستشاريين على مدى خمس سنوات 0 أما التفاصيل والتطبيق على المستويات الادنى 0 المرحلة الرابعة :فى هذه المرحلة فإن الخطة الاستراتيجية لايتم اعتمادها الا بعد التأكد من مداخلات وتحفظات المديرين فى المستوى الادنى فى العديد من القطاعات المختلفة والعديد من المستويات ومجموعات العمل 00 فتطوير وتكامل الخطة الاستراتيجية تهدف الى الوصول الى انجاح قطاعات الشركة بموضوعاتها المختلفة الاساسية 0والخطة الاستراتيجية تتضمن موضوعات التطبيق والتقييم والسيطرة والتحكم ، بالاضافة الى محاولة وضع التصويرات المستقبلية الصحيحة فإن الخطط يجب أن يكون فيها مرونة الحساسية للتغيرات يمكن معها تحويل الخطط الخمسية الى خطط استراتيجية تفكر فى كل المستويات فى المؤسسة – المعلومات الاستراتيجية التى اتيجت مسبقا توضع امام المستويات العليا يكون مصدرها شبكة محلية للمعلومات خلال المؤسسة وبدلا من مجموعة العمل المركزية فى التخطيط فإن الاستشاريين من الخارج والداخل يجب أن يكونوا متاحين لقيادة مجموعات العمل 0 ورغم ان التخطيط الاستراتيجى محله القيادات العليا الا أن الاستراتيجى هو نتاج التفاعل بين المستويات فى القيادات ولم يعد فى يد القطاعات العليا فقط وبما يعنى أن جميع من فى الميؤسسة يجب أن يكونوا مشاركين 0شركة جينزال موتورز 00 وهى احد المؤسسات الرائدة فى التخطيط الاستراتيجى تعمل على تحويل الخطط الاستراتيجية الى ادارة استراتيجية منذ عام 1980 وفى عام 1990 معظم المؤسسات الكبرى حول العالم بدأت فى التحول الى الادارة الاستراتيجية 0وشركة ماىتاج حتى عام 1978 كانت تمثل المرحلة الاولى فقط فى الادارة الاستراتيجية والتى يتناولها الكتاب بشىء من التتبع 0مكاسب الادارة الاستراتيجية اثبتت البحوث أن المؤسسات التى تبنت الادارة الاستراتيجية بشكل عام سبقت تلك التى لم تطبقها والفرص المتاحة التى تتماشى مع استراتيجية المؤسسات وهيكلها واعمالها لها عائد ايجابى على المؤؤسسات 00 فعلى سبيل المثال دراسة اجريت عن تأثير التنظيم فى الولايات المتحدة وجد أن السكك الحديدية التى غيرت استراتيجية الادارة بها بتغير الظروف المحيطة اصبحت ذات أفضلية عن تلك التى لم تغير ادارتها واستراتيجيتها 0وقد اجرى مسح على 50 مؤسسة مختلفة فى مناطق مختلفة ولها أنشطة وصناعات مختلفة وكانت نتيجة لمسح ان هناك ثلاث نقاط عالية الاهمية يمكن اكتسابها من الادارة الاستراتيجية هى : 1- اتضاح الرؤية الاستراتيجية للكيان المؤسسى 2- تركيز وتسليط الضوء على ما هو هام من الناحية الاستراتيجية 3- تطوير فهم طبيعة التغيرات السريعة فى البيئة المحيطة من حولنا وليكون تنظيم الإدارة مؤثرا يمكن وضع عدة اسئلة والاجابة عليها مثل : 1- اين موقع المؤسسة الان ؟ ( ليس اين نتمنى ان تكون ) 2- لو لم يحدث اى تغيرات اين ستكون المؤسسة فى العام المقبل وبعد عامين وبعد خمس سنوات ثم بعد 10 سنوات ؟ وهل الاجابة مقبولة ؟ 3- اذا كانت الاجابة غير مقبولة 0 ماهو الاجراء الامثل الذى يجب على الادارة اتخاذه وما هى المخاطر المترتبة عليه ؟ الدراسات التخطيطية التى اجريت عمليا فى بعض المؤسسات الفعلية اوضحت قيمة الادارة الاستراتيجية بالنسبة لمستقبل المؤسسات ليس هذا فحسب بل حتى بالنسبة للمؤسسات الصغيرة حتى لم يكن هناك قيمة كبيرة للتخطيط الاستراتيجى الا أن معدلات البيع تزيد فيها بمعدل الضعف 0والتخطيط الاستراتيجى فى المؤسسات الكبرى متعددة الانشطة يمكن أن يصبح معقداً أو يستغرق كثيراً من الوقت فهو عادة يأخذ أكثر من عام للشركات الكبيرة لكى تنتقل من مرحلة القروض الى القرار النهائى 00 ونظراً للاعداد الناس الكبيرة نسبيا التى سوف تتأثر بالقرار الاستراتيجي فى هذه المؤسسات فإن الهيكلة ضرورية للغاية فيها والا سوف ينعزل المستويات القيادية العليا عن باقى مستويات المؤسسة وسوف يفقد صغار المديرين الرؤية الصحيحة لانجاز مهامهم وأنشطتهم 02 – 1 العولمة : تحديات الادارة الاستراتيجية ليس لفترة طويلة يوف الاعمال سوف تكون ناجحة بالتركيز فقط على الاسواق المحلية والمنتجات المحلية دون النظر عالميا 00 فإن الربح يتحقق من التصدير فى عام 1960 على سبيل المثال معظم الشركات الامريكية طورت نفسها وكانت تعتمد على الاسواق المحلية فقط وحددت المنتجات اللازمة له كل المبيعات الامريكية فى ذلك الحين من خلال قسم دولى واحد 0 ولكن بنظرة عالمية وجد ان الشخص لابد ان يضع فى اعتباره اعمال اخرى اليوم كل شىء قد تغير فالعولمه والكونية للاسواق والاعمال قد تغيرت وللوصول للعائد الاقتصادى جيد لابد من تخفيض التكلفة لتكون الاسعار منافسة عالميا واصبح تفكير الشركات اليوم كونى وليس محلى وانما على مستوى العالم اجمع 00 فمثلا شركتى نايل وريبوك تقوم بتصنيع اجذيتها فى العديد من دول العالم خلال اسيا وبدلا من استخدام قسم عالمى لتولى شئون كل شىء بالخارج قامت بعمل تعاون كبير دولى ووحدات إقليمية وتعتبر الاتفاقيات الدولية هى المفتاح لاى مؤسسة تريد الوصول للعالمية والادارة العالية المستوى ، ولتوضيح اهمية العولمه فى الادارة الاستراتيجية سوف تتناول فى نهاية كل فصل من فصول الكتاب جزء خاص عن العولمه وموضوع العولمه فى القرن الواحد والعشرين 0 وكلما انفتحت الصناعات على العولمه كلما زادت أهمية الادارةى الاستراتيجة للحفاظ على مستوى من التطور للمؤسسة وموقعها عالميا على المدى البعيد وقدرتها على المنافسة على سبيل المثال مجموعة ماي تاج لم تكتفى بصنع المكانس الكهربائية للتنظيف محليا أنما تخطت الى الغسالات الاوربية وادوات المطبخ والتكيفات واصبح لها مصانع بالاتحاد الاوربى المنافس الرئيسى لها 0 فالعولمه تضع تحدى حقيقى أمام الادارة الاستراتيجية للاعمال وكيف لمجموعة معينة من الناس فى شركة واحدة يكون لها طريق تحافظ عليه فى هذا العالم المتغير تقنيا وسياسيا واقتصاديا وثقافيا حول العالم كله ؟ هذا مستحيل بالطبع 0 فالعديد والعديد من الشركات ترى ضرورة ان تغير من اسلوب ادارتها الرئيسية من اعلى الى اسفل والعكس الى الادارة الافقية على مستوى التفاعل مع الشركات الاخرى وتسعى الى التغير السريع فى هذا الاتجاه لتغير ظروفها لمنظمات معرضة 03 – 1 خلق منظمات معرفة الادارة الاستراتيجية الان تركز فى قيمتها الاولى على مساعدة المؤسسات على العمل بنجاح فى بيئة متحركة ومعقدة على سبيل المثال شركة الحديد الداخلية تستخدم التخطيط الاستراتيجى لتغيير مسار الشركة 00 فالمديرين فى كافة المستويات قبلوا ان يقوموا باستمرار بتحليل التغيرات فى صناعة الصلب وذلك لخلق أو تعديل الخطط الاستراتيجية للشركة خلال العام حتى تتمكن من المنافسة فى هذه البيئة المتحركة ولتكون أكثر مرونه فى البيئات والظروف الثابتة قبل التى كانت موجودة فى الماضى 00 فاستراتيجية المنافسة بسيطة ومحددة فى الموقع 0 وعندما اصبحت تأخذ وقتا أقل فأقل بالاضافة الى التجديد فى التكنولوجيا اكتشفت الشركات انه لايوجد هناك مثل هذه الميزات التنافسية الثابة 00 والعديد يتفقون على ان استدامة الميزات التنافسية لاتوجد فى الادارات التى تتجمع فيها مجموعة خطط سنوية وهذا يعنى انه يجب على المؤسسات توفير وتطوير استراتيجية مرنه تمكنها من التحول من استراتيجية عامة الى اخرى 0 المرونة الاستراتيجية تتطلب تطوير والتركيز على النقاط الحرجة كما تتطلب ان تكون الشركات هيئات تعلم وهى الهيئات التى بها خلق مهارات ونقل المعرفة والاراء وتتبنى هذه الهيئات اربعة أنشطة هى : - حل المشاكل بطرق آليه منتظمة 0- التجارب على مدخلات جديدة 0- التعلم من تجاربهم ومن الماضى وكذلك من خبرات الاخرين 0- نقل المعرفة والكفاءة خلال الهيئة 0فلهيئات التعليمية ( التعلم ) تتجنب الثبات فى مستوى العاملين من خلال الاختبارات الدورية والعاملين فى كل مستوى يجب ان يشاركوا فى وضع الاستراتيجية ( ليس فقط المستويات العليا ) وتساعد فى عمليات المسح البيئى لجمع المعلومات الحرجة والمطلوبة ويقترحوا المقترحات للاستراتيجية والبرامج ليكون للمؤسسة السبق فى المنافسة وكذلك العمل مع الاخرين لتتطوير طرق العمل وخطواته والتقييم فمثلا فى شركة زيروكس كل العاملين تم تدريبهم فى مجموعات صغيرة على حل المشكلات البسيطة فى الانظمة حيث انهم فى المتوقع استخدام هذه المهارات فى الا وقت أو مقابلة على جميع المستنويات دون محدد للاختبار المفاجىء ، وقد اشارت البحوث ان الهيئات او المؤسسات التى ترغب فى التعلم وزيادة خبراتها تكون انجح من التى لا تتبنى هذا الاسلوب 00 فمثلا فى دراسة على بعض الشركات الامريكية فإن الشركات الانجح هى تلك التى تحسن من منتجاتها التى تباع فى السوق الامريكى وتبيع الخبرة لباقى الدول وليس المنتج فقط فى حين ان الشركات الاقل نجاحا تنتظر الى الخارج كسوق لبيع المنتجات فقط ولا تنظر الى اهمية المعرفة التكنولوجية 0 4 – 1 النموذج الاساسى للادارة الاستراتيجية تتكون الادارة الاستراتيجية من اربعة عناصر اساسية هى : 1- المسح البيئى 2- هيكل الاستراتيجية ( تشكيلها ) 3- تطبيق الاستراتيجية 4- التقييم والتحكم شكل (1 – 1) يوضح كيفية تفاعل هذه العناصر الاربعة والشكل (2-1) يوضح بالتفصيل مكونات كل عنصر فى هذا النموذج شكل 1 – 1 • المسح البيئى المسح البيئى هو رصد وتقييم وتحليل المعلومات داخليا وخارجيا لكى توضع امام واضعى الاستراتيجية فى المؤسسة وهدفها هو تحديد العوامل الاستراتيجية 00 هذه العناصر الداخلية والخارجية التى تحدد مستقبل المؤسسة وابسط السبل لعمل المسح البيئى هو ما يعرف باسم " تحليل Swot " " وهو ذلك التحليل الذى يشمل نقاط القوة والضعف والفرص المتاحة والتهديدات وهى العوامل الاستراتيجية فى اى شركة 0 البيئة الخارجية 00 تسمل متغيرات الفرص والتهديدات التى خارج المؤسسة وليست على المدى القصير كما هو موضخ بالشكل 3 الذى يمثل مفتاح المتغيرات البيئية ، وقد تكون اكثر شمولية وتةجهات الى الظروف الاجتماعية أو يركز على عوامل محددة تهم تخصصات المؤسسة ومهمة معينة 0 البيئة الداخلية للمؤسسة 00 تتكون من المتغيرات ( مناطق القوة ومناطق الضعف ) الموجودة داخل المؤسسة ذاتها ولاتكون عادة على المدى القصير ومحكومة بالمستويات الادارية العليا 0 هذه المتغيرات التى ن خلالها يتم انجاز العمل وتشمل الهيكل والثقافة والثروات وتكن الاستراتيجية فى وضع قلب أو محور التنافس الذى يساهم فى جنى والحصول على الميزة التنافسية 0• هيكلة الاستراتيجية ( تشكيلها ) الهيكله الاستراتيجية هى تطوير الخطط بعيدة المدى للوصول الى إدارة مؤثرة فى الفرص المتاحة بالبيئة والتعامل مع الاخطار والتهديدات فى ضوء مناطق القوة والضعف وهى تشمل مهمة العمل والموضوعات التى يمكن الوصول اليها ووضع الخطوط العريضة 0• المهمــة هى الهدف أو السبب الذى من اجله توجد المؤسسة وهو يحدد مالذى تقوم المؤسسة بتقديمه للمجتمع اما فى شكل خدمات أو منتجات ووفقا لهذا الهدف أو المهمة تتحدد طبيعة الاعمال التى تتولاها المؤسسة والمنتج الذى تقدمه للاسواق ويمكن ايضا ان تشمل فلسفة المؤسسة فى العمنل وكيفية معاملتها للعاملين بها وتضع فى الاعتبار ليس ما هو موقف المؤسسة الان انما ماذا تريد ان تكون ورؤية الادارة الاستراتيجية لموقف المؤسسة مستقبلا " البعض يعتبر ان مصطلحى المهمة والرؤية مصطلحين مختلفين حيث ان مسطلح المهمة يصف موقف المؤسسة الان 00 اما الرؤية فهو يتناول موقف المؤسسة فى المستقبل وهنا نحن نظم كلا المصطلحين فى معنى واحد " فالمهمة تحفز العاملين على المشاركة والاتصال بالمجتمع لعمل وخلق مجموعة من المهتمين والمستفيدين من مهام المؤسسة 0 فهى تشرح من نحن وماذا نفعل وماذا نريد ان نكون 0مثال تقليدى آخر كما هو الحال فى شركة برونز للموانى وتصنيع السفن والتى لم تتغير منذ تأسيسها عام 1886 حيث ترى انه ( ان تبنى السفن هنا على ضوء ما نستطيعه وكما يجب ان تكون وعادة هى سفن جيدة ) فالمهمة قد تكون ذات رؤية ضيقة أو واسعة كالتى تتبناها العديد من الشركات وهى " قدم افضل خدمة للعملاء والعاملين " مثل هذا الهدف يجعل المؤسسة تحافظ على مسارها من مجال الى مجال وعلى مستوى خطوط انتاجها مثل هذه الرؤية الواسعة قد لاتنجح مثل الرؤية والهدف المحدود كما هو الحال فى شركة " ماي تاج " لان الهدف يكون وةاضح وبالتالى يحدد الاعمال الابتدائية للمؤسسة رغم انه رؤية محدودة وضيقة يمكن ان تحد من الانشطة وبالتالى المنتجات والخدمات المقدمة والتكنولوجيا المتخدمة والاسواق 0• الموضوعــات الموضوعات هى النتيجة النهائية للانشطة المخططة فهى تحدد طبيعة المنتج والزمن المطلوب والكميات ان كانت متاحة والوصول للموضوعات يتوقف على تحقيق الهدف أو المهمة فمثلا مناجم مينسوتا تحدد موضوعاتها المالية كالاتى : 1- تحقيق أو الوصول الى 10% نمو سنوى 2- تحقيق أو الوصول من 20 : 25% فى مواصفات الجودة 3- تحقيق أو الوصول الى 27% من رأس المال ومصطلح الهدف " goal" عادة يتشابه مع مصطلح الموضوع " objective" وفى هذا الفضل هناك فرق بين المصطلحين فعلى العكس من الموضوع نجد الهدف هو محدود البيان والنهاية وما الذى تزيد فعله وليس هناك تحديد للكميات أو الوقت اللازم لتحقيقه مثل هدف " زيادة الربحية " و هدف وليس موضوع لانه لايضع كم محدد مطلوب زيادته فى العام المقبل 0 بعض المناطق تحدد اهدافها وموضوعاتها مثل :- الربحية ( ليس الربح ) - الكفاءة ( خفض التكلفة 000 الخ ) - النمو ( زيادة المبيعات 000 الخ ) - المشاركة أو ثروة الاسهم - الاستفادة من الثروات - السمعه ( ان تكون فى قمة المؤسسات ) - العمالة ( أفق العاملين – التنوع ) - المشاركة فى المجتمع ( دفع ضرائب وتقديم الخدمات المطلوبة ) - قيادة السوق ( مشاركة السوق ) توجهات السوق - التكنولوجيا ( ابداع والخلق ) البقاء ( تجنب السقوط ) - الاحتياجات الشخصية للادارة العليا ( استخدام المؤسسة للاغراض الشخصية مثل منح الوظائف للاقارب ) • الاستراتيجيات : الاستراتيجية للمؤسسة هى الخطة الرئيسية المكثفة التى تحدد كيفية تحقيق مهام المؤسسة وموضوعاتها ، وهى تعظم من الميزات التنافسية وتقلل من عيوب المنافسة 00 فمثلا ان أحد الشركات الامريكية وجدت ان لايمكن تحقيق موضوعاتها بالاستمرار بنفس الاستراتيجية التى تتبعها من وجود عدة خطوط انتاج واعمال 00 لذا فقد اختارت الشركة ان تقوم بالاعمال الكهربائية على نطاق تجارى فى المناطق التى يوجد فيها فرص للنمو والمؤسسات عادة لها ثلاثة استراتيجيات هى ( الاستراتيجية المشاركة – واستراتيجية الاعمال – والاستراتيجية المالية ) 01- استراتيجية المشاركة 00 وهى التى تصف الاتجاه العام للشركة بمعنى موقعها واتجاهها للنمو وادارة الاعمال المختلفة بها وخطوط الانتاج وتقع الاستراتيجية العامة للمشاركة فى ثلاثة اقسام رئيسية هى الثبات ، النمو ، الحصانة أو التقليل 00 فمثلا شركة " ماي تاج " تتبع استراتيجية نمو من خلال تعاملها بخطوط انتاج فى شركات اخرى مماثلة لها كفاءة كاملة فى بعض المجالات 02- استراتيجية الاعمال 00 وتوجد هذه الاسشتراتيجية فى نطاق وحدات العمل أو على مستوى خطوط الانتاج وهى تتركز فى تحسين الوضع التنافسى للمنتجات أو الخدمات فى صناعات محددة أو خدمة الاسواق بوحدات العمل 00 واستراتيجية الاعمال تقع فى قسمين رئيسين هما المنافسة والتعاون فمثلا شركة " ماي تاج " تتخذ استراتيجية المنافسة بالتنويع وتركز على الجودة فى نفس الوقت استراتيجية خفض التكلفة لمنتج آخر وبالتالى يمكنها بيع هذا المنتج لدعم المنتج الاخر 03- الاستراتيجية المالية 00 وهى الاستراتيجية التى تساهم فى تعظيم انتاجية الموارد من الناحية المالية بما يساعد على مد الوحدة الانتاجية أو الشركة بميزات تنافسية مكثفة 00 فعلى سبيل المثال الاستراتيجية المالية فى بعض شركات التكنولوجيا " المقلده عن شركات اخرى " تتبع استراتيجية التتبع التكنولوجى فى حين ان الشركات الاهلية تتبع استراتيجية القيادة التكنولوجية والريادة 00 فشركة " ماي تاج " لتكون اكثر كفاءة تحولت من استراتيجية التصنيع تحت اسم عدة مصانع ذات الشهرة الى استراتيجية تصنع المنتج الواحد بتكلفة مؤثرة بدلا من عدة منتجات مثل ( غسالة الاطباق فقط ) فى مصانع متعددة على نطاق واسع ومثال آخر على الاستراتيجية المالية وهو شركة اميركا للاتصالات والتى قامت بتسويق نفسها الى مرحلة التشبع فى الاسواق الداخلية بأقل الاسعار فى نفس وقت تسويقها لنفس الخدمة باسعار عالية فى بعض الاسواق الاخرى 00 والشركات للاعمال تقوم بتطبيق هذه الانواع الثلاثة من الاستراتيجيات فى آن واحد بشكل متوازى لخلق استراتيجية واحدة مجمعه تطبق على حسب المستوى الادارى فتكون هناك استراتيجية اساسية تمثل الاساس ويتم تطعيمها باستراتيجيات اخرى تدعم كل منها الاخرى بحيث تدعم الاستراتيجية الاساسية استراتيجية الاعمال التى بدورها تدعم استراتيجية المشاركة 0 والاستراتيجية يمكن ان تتمايز الى مجموعة برامج محسنه وميزانيات 00 فالبرامج والاقسام تفضل زيادة الميزانيات وعلى العاملين والاداريين تحسين ودفع الاتجاه الذى يجب أن توضع فيه هذه الاعمال والجهود 0• السياسات : السياسات الموضوعة هى المرشد لصناع القرار وربط الاستراتيجية الموضوعه بمراحل التنفيذ والتطبيق الشركات تتخذ سياسات لتضمن ان العاملين بها يتخذون القرارات السليمة وتطبيقها بالشكل الذى يدعم المهام المكلفين بها والموضوعات المحددة بهم والاستراتيجية الموضوعه على سبيل المثال " السياسات التى تتخذها الشركات الاتية كسياسات لها " : - شركة " ماي تاج" 00 ان الشركة لا تسمح بأى خفض التكلفة لمنتج اذا كان هذا على حساب الجودة ( سياسة الجودة على حساب السعر ) - شركة "3 إم " 00 ان الشركة تعتبر ان البحوث يجب ان تكون 15% من وقت العمل ( سياسة التطوير للمنتج ) 0- شركة " انتل " 00 توثيق خطوط الانتاج ومراقبتها واستبعاد غير الجيد من خلال الشركة قبل ان يحاسبهم الغير 0- شركة الامريكين للاتصالات 00 سياسة برامج التسويق الجديدة لايمكن تطبيقها بدون وجود الدعم المناسب لاماكن هذه الاسواق 0مثل هذه السياسات تعتبر الخطوط العريقة التى يهتدى بها المديرون فى هذه الشركات 0• تطبيق الاستراتيجية : تطبيق الاستراتيجية هى العملية التى من خلالها توضع الاستراتيجية والسياسات موضع التنفيذ عن طريق تطوير البرامج والميزانيات والخطوات 0 هذه العملية قد تحتاج الى تغير فى الثقافة العامة والهيكل واسلوب الادارة داخل المؤسسة وتطبيق الاستراتيجية يتم بواسطة المستويات الادارية المتوسطة والادنى فى المؤسسة بمراجعة واشراف المستويات الادارية العليا 0 ويشار احيانات على انها خطة عمل وقد تحتاج الى قرارا يومية اثناء التنفيذ 0• البرامج :البرنامج هو الانشطة المحددة او الخطوات المطلوبة لتنفيذ خطة عمل مفردة أو وحيدة 0 وقد تحتاج الى اعادة هيكلة داخلية فى ثقافة المؤسسة واعادة توجيه او بداية جهود بحثية على سبيل المثال صناعات الاليكترونيات الدقيقة فان الاستراتيجية بالمؤسسة لايمكن ان تستمر بدون وجود اجيال جديدة من الالكترونيات بشكل مستمر 00 لذا هناك ضرورة لتطبيق برامج بالمؤسسة 0• مثل تطوير الالكترونيات بمجموعة برامج بشكل مستمر من الرقائق الالكترونية فى اجهزة الكمببيوتر • خلق مجموعة من المهندسين والعلماء لعمل بحوث بعيدة المدى لصناعة كمبيوتر سهل التصميم ورخيص الثمن 0ومثال اخر مجموعة (امريكان سابر ) التى تم تطويرها لصناعة الكمبيوتر بواسطة الخطوط الامريكية ولتطويرها ودعمها قامت بالاتفاق مع شركة ميكروسوفت والخطوط الجوية الامريكية لبيع تذاكر الطيران مباشرة على شبكة الانترنت للعملاء مع الوضع فى الاعتبار ان شركة الطيران الامريكية لاتعطى هذا الحق بسهولة وهى حريصة على تطبيق برامج مع شركات تضمن وجود استراتيجية جيدة بها ولا تتعارض مع استراتيجية الشركة 0 الميزانيات :الميزانية هى ما تحتاجه البرامج من دولارات وتستخدم فى التخطيط والتحكم 00 فالميزانية تضع تفاصيل التكلفة لكل برنامج والعديد من الاعمال تتطلب تحديد نسبة عائد معينة من الاستثمار قبل الموافقة على البرنامج الجديد 00 وهذا يضمن ان البرنامج الجديد سوف يضيف الى ربحية المؤسسة او يحقق قيمة الاسهم ، فالميزانية لاتخدم فقط تفاصيل الخطة الاستراتيجية الجديدة انما تضع الجدولة المالية والعوائد المتوقعة والمستقبل المالى 0 على سبيل المثال لتصبح احد المنافسين الدوليين فى السيارات والشاحنات وضعت مجموعة دايو الكورية ميزانية قدرها 11 مليون دولار على مدار 4 سنوات من عام 1996 الى عام 2000 لتضاعف من انتاجها السنوى من السيارات الى 2 مليون سيارة 00 بالاضافة الى 300 مليون دولار لبناء مصانع جديدة فى بولندا واوزيكستان كجزء من برنامجها الاوربى للتوسع 0 الخطوات : مصطلح خطوات العمل القياسية ( SOP ) هو عبارة عن نظام به سلسلة متتابعة من الخطوات التى تصف بالتفصيل المهمة المحددة أو العمل المحدد الذذذذى يجب عمله والانشطة المختلفة التى يجب عملها لاتمام البرنامج 00 فمثلا شركة خطوط طيران دلتا تتخذ خطوات مختلفة لخفض التكلفة عن طريق خفض العمالة ، وقد قامت الشركة باستشارة خبراء فنيين فى الميكانيكا وصناعة المعادن وآخرين لعمل فريق عمل مشترك ، كما قامت الشركة بالحد من نفقات التسويق بخفض العمولات واصبحت فقط للمبيعات الكبيرة ، كما قامت الشركة بتغير جوهرى فى نظام الخدمات والوجبات المقدمة على رحلاتها كل هذه الخطوات افادت الشركة ودعمت تطبيق استراتيجيتها 0 التقييم والتحكم : التقييم والتحكم 00 هى العملية التى تتناول النتائج ورصدها وبالتالى الوقوف على الوضع الحقيقى ومقارنته بالوضع المرغوب فى انجازه 00 فالمديرون على كل المستويات يستخدمون المعلومات الناتجة لاتخاذ خطوت تصحيح وحل للمشاكل التى تقابل الخطة ، والتقييم والتحكم هو العنصر الاخير الكبير فى الادارة الاستراتيجية وهو الدافع المحفز لادخال عمليات جديدة مرة اخرى – ولكى يكون التقييم والتحكم مؤثرا لابد من وجود الشفافية والوضوح فى تقديم المعلومات من المديرين ومن العاملين تحت ادارتهم ، وباستخدام المعلومات يمكن عمل المقارنة بين ما حدث على الواقع وما كان مخططا له فى مرحلة التخطيط 0 على سبيل المثال 00 فإن نجاح الخطوط الجوية دلتا فى استراتيجيتها يرجع الى طريقة التقييم حيث كان التقييم يتم على كل مقعد فى الطائرة على كل ميل طيران 0 حيث كانت تكلفة المقعد فى المرحلة حوالى 9.7 دولار سنة 1995 وتم خفض التكلفة لتصبح 7.5 دولار عم 1997 بما يعنى خفض فى المصروفات السنوية حوالى 2.1 مليون دولار لذا يعتبر التقييم والتحكم نموذج مكمل للادارة الاستراتيجية وعلى اساس النتائج فإن الادارة تحتاج ان تعمل ضبط وتعديل لخطة الاستراتيجية فى مرحلتى التخطيط والتطبيق أو كلاهما 0 عودة النتائج ( استرجاع ) عملية التعلم تلاحظ ان هناك نموذج للادارة الاستراتيجية به عملية استرجاع للمعلومات وعملية التعلم فكل سشهم من اسهم النموذج له اتجاهين حيث يفيد ويستفيد من المكون الاخر بحيث يعطى معلومات للجزء الذى يليه ويأخذ معلومات من الجزء السابق والعكس 0وعلى هذا فإن اى وحدة اعمال لابد ان تطور الاستراتيجية والبرامج ثم فى مرحة لاحقة تعود لتصحيح القرارات التى اتخذت فى النموذج على ضوء ما تستفيد من التطبيق ودائما تشير عمليات التقييم والتحكم الى ان هناك خطأ أو خلل فى الاستراتيجية اثناء التخطيط أو التطبيق ( فهى تعتبر مفتاح التغيير ) ومثل ظهور منافس جديد لم يأخذ فى الاعتبار اثناء المسح البيئى والتقدير 01 – 5 : خلق الاستراتيجية ( الاحداث " الازمات " ) بعد العديد من البحوث اكتشف ( هنرى منتزبرج ) ان تخطيط استراتيجية ليس منتظما ولكن عملية مستمرة ودائمة وهو عادة غير منتظم ومستمر وهناك فترة زمنية لاستقرار الاستراتيجية كما ان هناك فترات للتغيرات والتجميع نتيجة التغيرات الدولية المتلاحقة والرؤية للتخطيط الاستراتيجى كعمل غير منتظم يمكن شرحه وتوضيحه على انه مثل انسانى للاستمرار على منوال تعين لحين حدوث شىء خطأ أو عامل جديد يغير من هذا المسار ، وفى هذه الفترة من انحراف الاستراتيجية عن مسارها تكون نتيجة عوامل دخيلة فى جزء من المؤسسة او أن نرى ان الاستراتيجية الحالية لازالت منسبة ولكن تحتاج فقط الى تعديل ضئيل 0 معظم المؤسسات الكبرى تميل الى اتباع توجه استراتيجى محدد لاكثر من 15 : 20 عاما قبل عمل اى تغيرات وتحسين الاستراتيجية الموجودة وقد تحتاج الى هزه تشير الى ان النظام يحتاج الى التغير فى الاستراتيجية بجدية للحفاظ على وضع المؤسسة 0 لذا فإن الاحداث تعمل عمل الحافز على تغيير الاستراتيجيات بعض هذه الاحداث مثل : -- الاستبيانات والاسئلة عن سبب وجود المؤسسة - الاحداث الداخلية 00 فمثلا ان البنوك ترفض منح قروض او سداد ديون بشكل مفاجىء - التهديدات بسبب تغير الملاك 00 بعض الشركات تشتريها مؤسسات اخرى وكل مخزوناتها - وجود فجوة بين المطلوب والمحقق ، البيع والربح أو السقوط فشركة أوميجا مثلا تعتبر مثال لاحد الشركت التى دفعتها الاحداث الى اعادة التفكير فيما يجب عمله لتخطى ازمتها 06 – 1 : صنع القرار الاستراتيجى الخواص المميزة للادارة الاسترتيجية انها تؤكد على صنع القرار الاستراتيجى ، وحيث ان الهيئات والمؤسسات تنمو بشكل اكبر ولذلك أكثر تعقيدا فى بيئة متغيرة 00 لذا فإن القرارات تصبح مغعقدة وتزداد صعوبة فى عملها 0 وفى هذا الفصل هناك نموذج هيكل لكيفية صنع القرار الاستراتيجى الذى يمكن ان يساعد صناع القرار بفض النظر عن المستوى الادارى لهم أو المستوى الوظيفى ومشاركتهم 0 ماذا يصنع القرار الاستراتيجى ؟ليس ككل قرار آخر 00 فالقرار الاستراتيجى يختص بالمستقبل البعيد للمؤسسة أو الهيئة وله ثلاثة خواص هى : 1- الندره: القرارات الاستراتيجيه قرارات من نوعها وليس لها سابقه يمكن ااهتداء بها 2- التبعيه: ان يدور القرار الاستراتيجي حول مصادر ماديه واحتياجات مع تعهد من جميع المستويات علي تحقيقها3- الاتجاهيه : ان يضع القرار الاستراتيجي سوابق وامثله للمستويات والقرارات الادني وكذلك خطط العمل بالمؤسسه.طرز صناعة القرار في موسسة منتزبرج:بعض القرارات الاستراتيجيه يتم اتخاذها بمعرفة فرد واحد ممن عرف عنهم الذكاء والحنكه وماتلبث هذه القرارات الا ان يتولها اخرين ممن يقتنعون بها وقد يكون لها بعض التعديلات او الاضافات منهم. . في حين ان بعض القرارات الاستراتيجيه تخضع للتطور عن مجموعه من الاختيارات الاوليه البسيطه بمرور الوقتوالتي تدفع المؤسسه الي مزيد من التقدم في احد الاتجاهات دون الاخري. هنري منتزبرج وضع مجموعه من طرز يتم من خلالها صناعة القرار الاستراتيجي هي: طراز رجال الاعمال : حيث يتم اتخاذ القرار الاستراتيجي بمعرفة شخص واحد قوي بطريقه فرديه . وفي هذه الحاله تكون الاستراتيجيه يقودها رؤية شخص واحد له صفات مميزه من الشجاعه والمغامره فعلي سبيل المثال خطوط الطيران الامريكيه انشأت بواسطة ستيف كاس . والمؤسسه تعكس رؤيته الشخصيه كمثال علي هذا النموزج.الطراز التفاعلي التكيفي : (ويطلق عليه احيانا الطراز مابين التخبط) وينتج هذا الطراز من حلول تفاعليه للمشاكل التي تواجه المؤسسه واثناء البحث عن فرص جديده... وتعتبر المساومه ات اولويه في هذا الطور. حيث تكون الاستراتيجيه مفككه وتتحرك تديجيا نحو التجمع والمشاركه .. وذا الطور كما هو في حالة الجامعات والمستشفيات الكبري والعديد من المؤسسات الحكوميه . الموسوعه البريطانيه كانت تعمل بكفاءة عدة سنوات بهذا الطراز علي سبيل المثال وكانت تعتمد علي البيع من الباب للباب واستمرت بهذه الطريقة مع استخدام نظم التسويق الاخري.طراز التحطيط: وهذا الطراز يعتمد علي صناعة القرار تعتمد تجميع المعلومات وتحليل الموقف ودراسات الجدوي الاسترتيجيه والاختيار المنطقي للاستراتيجيه الملائمه. كما تتضمن البحث عن خلق فرص جديده والطراز التفاعلي التكييفي في حل المشكلات وطراز رجل الاعمال ايضاالقرار الاستراتيجي – وخطوات صنع القرار : تساعد علي افضل القرارات:المناقشات الجيده مطلوبه في ل طراز من الطرز السابقه في مواقف معينه لان في معظم المواقف يكون طراز التخطيط بما يشمله من عناصر عملية الادارة الاستراتيجيه هو الخيار المنطقي الافضل في صناعة القرار الاستراتيجي . فالطراز التخطيطي ليس فقط طراز تحليلي واقل اقل تسييسا (ارتباط بالسياسه) عن الطرز الاخري انما ايضا اكتر ملائمة في التعامل مع القضايا المعقده والبيئات المتغيره. لذا فاننا نفضل هذا الطراز عن غيره ونقترح الخطوات الثمانيه الاتيه في صناعة القرار الاستراتيجي والموضحه بالشكل 1-5.مهدى
